We write to inform you that The University and the Research Foundation are ending the practice of paying adjunct faculty who are teaching credit-bearing courses at The City University on the Research Foundation payroll. This practice was used sparingly at a few colleges to provide reassigned time to faculty who are working on their grants or to provide adjunct faculty required under the terms of a grant.
Effective with the spring 2008 semester, no adjunct faculty, who were not on the Research Foundation payroll in the fall 2007 semester, will be paid on the Research Foundation payroll to teach credit-bearing courses at the University. Furthermore, effective at the end of the spring 2008 semester, the appointments of adjunct faculty paid on the Research Foundation payroll will end, and thereafter no adjunct faculty will be paid on the Research Foundation payroll to teach credit-bearing courses at the University. The adjunct faculty who would have previously been paid on the Research Foundation payroll should be appointed to tax-levy positions, if the college intends to have them continue to teach credit-bearing courses. The Research Foundation will reimburse the college consistent with the terms of the grant. Any reimbursement received by a college from the Research Foundation for faculty replacement costs by adjunct personnel must be turned over to the Office of the University Controller (OUC). OUC will then transmit these funds to the Office of the State Comptroller for senior colleges, or the Office of the City Comptroller for community colleges, as a Refund of Appropriation. Once this process has been completed, the college's personal service expenditures will be reduced.
