Lehman’s Internal Complaint Procedures
Step 1: Resolution at Lehman College All complaints must be processed through Lehman College first. Students should utilize the internal process to resolve concerns at the institutional level.

SARA Consumer Protection Context & Exclusions Lehman College is a participating institution in the State Authorization Reciprocity Agreement (SARA). SARA policies specifically cover consumer protection complaints for out-of-state distance education students.
- Exclusions: SARA policies do not cover complaints related to grades or student conduct violations. Complaints regarding these matters are governed entirely by the institution’s internal procedures and state laws, not SARA policies.
Appeal Hierarchy for SARA Complaints
If a complaint cannot be resolved at the Lehman College level, the following order of appeals must be followed:
Step 2: Appeal to CUNY (University Level) If the issue is unresolved at Lehman College, students may appeal to the CUNY Office of Student Advocacy and Referral

Step 3: Appeal to NYSED (State/SARA Portal Entity) If the issue remains unresolved at the CUNY level, students may appeal to the New York State Education Department (NYSED), which serves as the SARA State Portal Entity.
- Timeline: A student may appeal the institution's decision to the SARA State Portal Entity in New York State within two years of the incident about which the complaint is made.
